Well, yes, it's very elegant, and the Japanese print-maker's understanding and revealing of chaotic structure in the tips of the wave forms and the relationship of spaces established in an otherwise flat color plane is quite beautiful.
Is there a hint of holding back? Yes, having to do with the relationship between art and illustration - you could definitely get an argument that it's the latter rather than the former, having to do with intent, development and process. But not from me. Entirely.
But the fun part is drawing the connection between this beautiful 19th (I believe) century print tradition and the impressionists, particularly the post-impressionists, and the building of the history of color field painting that lead to the Rothko currently featured on Today's Tomorrows, and is the direct antecedent of someone as different looking as bay area mogul Hans Hoffman.
