The far-flung nature of a pandemic, "as well as the sheer burden of disease across the nation over a period of months or longer," means that the federal government's support to states and communities will be limited in comparison to federal aid for natural disasters like earthquakes and hurricanes, according to a report released today outlining the federal government's strategy....
