The mastery of timing is music. The failure of timing is pop country radio.
This point is essentially in the leadership failure. W won't reflect, and therefore will not anticipate. Worse, I honestly don't think his imagination extends far enough to grasp what was going to happen, and what in fact is happening. His jokey tone was quite insane - every report I see is that people are still trapped and still dying and there are bodies lying everywhere. Is he that insulated or that stupid?
Give and take, anticipation, rythym, action and patience. The lesson? If you can't dance, don't be President.
