Dr. X posts this via an anonymous remailer based in Ukraine, where an admin transcribes the message by hand onto an ice bullet which is then fired into a Google server using an untraceable smoothbore sniper rifle:

Sorry to say that the ice bullet has been recently disproved on Mythbusters.
However, I can recommend the use of coded infrared semaphores at night, where the recipient uses night vision goggles.
And I just lost another brain cell.
